About Inline Consulting Services, LLC
Inline Consulting Services is a Managing General Agent/Agency (MGA) built to create alignment across the benefit channel. We work directly with benefit carriers and the TPA to ensure consistent plan delivery, and we extend that alignment to the distribution partners who bring these solutions to market—including PEOs, General Agents (GAs), benefit agencies, and independent brokers.
With an MGA designation through CEHAS Plan Administrators, LLC, we bring structure and clarity to complex benefit ecosystems by coordinating plan design delivery, administrative execution, regulatory guidance, and broker enablement within a unified channel framework.
Our approach strengthens each step of the distribution chain. Through coordinated partnerships, operational performance models, and compliance-focused support, we empower brokers, agencies, and employers to offer compliant, financially impactful, and sustainable benefit solutions that support long-term stability and measurable business outcomes.

Meet Shelly Starks, Founder and CEO of Inline Consulting Services, a woman-owned and operated Managing General Agency specializing in niche, high-impact employee health benefit solutions.
Shelly received her MGA appointment from CEHAS Plan Administrators, LLC, a trusted Third-Party Administrator under The Capital Group of Companies, in March 2025. Since then, she has led the expansion of a nationwide distribution channel, forging partnerships with General Agents, GA benefit agencies, PEOs, and independent brokers who are committed to delivering compliant and financially efficient health benefit alternatives to employers.
With more than 25 years of global business experience, Shelly brings a rare combination of channel-building expertise, distribution strategy, and broker performance development. Known as a connector and strategic architect, she helps partners expand their offerings through innovative benefit solutions that protect margins, support employee well-being, and improve employer cost structures.
